Big-data analysis to uncover potential corrupt behaviour in public procurement

PROJECT SCEMAPS

SceMaps makes its assessments by combining ‘red flags’, each of which indicates a risk situation which might be the result of possible corruption or conflict of interests.

Among the results, 37 companies in Bulgaria and 10 in Romania (compared to 3 in Spain and 0 in Italy) stand out in the procurement exposure per employee ratio, a red flag raised when companies with an insufficient number of employees win tenders that require a larger workforce.

Project’s big-data analyses were designed to demonstrate that real-time risk assessment is possible, by implementing red flags obtained throughout the tendering process and integrating these into countries’ e-procurement systems. SceMaps initiative demonstrates how big data could be used both for the analysis and investigation of existing cases of suspicious behaviour and for the design of preventive measures and real-time controls in the tendering process.
